Expand description
Assemble a safety tag into a Property via the declarative spec table.
Property::new looks up spec::SPECS, dispatches on the tag’s BuildKind,
and resolves arguments positionally. Property::parse_list is the shared
entry point for all front-ends, including the any(...) combinator.
